Lisa has been in the role of CLTB’s Executive Director since July 2013. Prior to that, she was employed with Community Living Algoma in Sault Ste. Marie for the past 25 years in various roles including direct support. For the last 10 years at Community Living Algoma she held a Senior Management role as a Director of Organizational Development, Innovation and Adult Services. Lisa is deeply passionate and committed to serving people with intellectual disabilities and creating fuller participation in community life for people we serve through valued social roles. Her present goals are to assist CLTB in becoming a leader in contributing to quality of life issues for all members of our community in inclusive education, positive approaches, employment and social capital.
David Blackwood, HBSW, RSW
Director of Support & Services
David has been working with people who live with an intellectual disability for the past twenty (20) years. He has held a variety of positions through these years, including direct support work, advocacy, team leader and for the past 11 years, in the current position of Director of Supports and Services. His educational background includes an Honours Bachelors of Arts Degree in psychology and an Honours Bachelor of Social Work Degree.
His roles and responsibilities include overseeing all the operational aspects of CLTB’s residential supports and services. The key responsibility of his role is to ensure the services provided are reflective of the agencies mission, vision and philosophies, which include a person centered approach to service delivery and also to ensure they are delivered in a way that meets the legislative requirements of the Ministry of Community and Social Services under the Social Inclusion for People with an Intellectual Disability Act. He is directly accountable to the Executive Director, as well as being accountable to people who receive services, their families, and the many other stakeholders of CLTB.

Jeff started his career with CLTB in the spring of 1995 while enrolled in the Developmental Services Worker program at Confederation College.
He continued to work as a Support Worker for 10 years before joining the management team at CLTB in the role of Team Leader. For the past 10 years Jeff has managed several different areas bringing his front line perspective to the management role to ensure that the people we support are supported by caring and passionate people. During this time Jeff showed a propensity for the Human Resources component of managing, assisting in the recruitment and selection of new employees. Jeff joined the negotiating team for CLTB in assisting to achieve a fair, workable Collective Agreement with our local OPSEU group.
In early 2015, Jeff changed positions to become the Manager of Human Resources. He is currently working towards his Canadian Human Resources Professional designation. In the meantime, Jeff is hoping to use his knowledge of support from different perspectives to be able to lead the Human Resources Department in recruiting, training and retaining quality support workers for the people we serve.
Michael Gallagher, CPA, CMA, MBA
Director of Finance and Property
Michael has been working in the finance/accounting area for over thirty-two (32) years. He was hired here, January 2016 and the majority of his previous experience was as Finance Director with Confederation College.
Michael and his wife Kelly have two children and have lived here all their lives. Michael believes strongly in family, giving back to the community and helping others. He has been involved in many boards including the Chamber of Commerce, Regional Food Distribution Association (RFDA) and the United Way of Thunder Bay.
